I think that he would have learned from his mistakes or went out of office before he caused any damage because of hesitating. I believe that he was a pretty wise leader. Nobody complained about his Leadership until Padme` was persuaded and pushed by Palps. And the Senators just go with the flow no matter what the flow is. Such idiots! But the Rebublic would have prospered under Valorum and would not have declined in technology like the Empire declined so much and the Sith woulden't have their revenge!
