I'm aware that many things political in our world have been claimed as parallel in some terms with the Star Wars Galaxy that we've come to know and love and though many of these claims have been denied, I have something else to bring to your attention. Whether coincidence or not, here's something to chew on. I was watching the Daily Show and there was a picture of a Saudi Arabian. Now I can't even remember what the picture was about or for but it was a picture of the man in the desert. I was thinking of their culture at the time of seeing the picture. They live in a desert climate, they are very religious, they show little to no skin and have been associated with hostile activities. Sound familiar? These are all things that they share with Sand People. I'm not about to go and say that Lucas did this consciously (nor the people who give us some more intimate background on them in the EU) or even to go and say that it was done subconsciously, I'll leave that up to you to discuss. Sorry I had to go all political on you.
