The Swarm War has not been pushed back. In the publishing industry late December means January.
For example: Outbound Flight comes out Jan 31: in the list it says Feb.
Triple Zero comes out Feb 28: the list says March.
Betrayal comes out May 30: the list says June.
etc.

Nice list. I can't believe you have books planned out to November '08, almost 3 years away. It only takes a few months to write one, so that seems like a long time.
No offense, but why do you plan so far ahead for them? To avoid continuity issues?
(Yeah and I can't wait for the Legacy books!)

I'm not Sue, but here's my understanding of it: first of all, the Lucas / Del Rey contract, when it was signed, laid out a rough publishing schedule -- so, under the terms of the licensing agreement, Del Rey agreed to publish nine hardcovers (three per year), nine paperbacks (three per year), and six non-fiction paperbacks, like the Essential Guides (two per year). So the contract determines a lot of it.

Next, authors have schedules of their own, so they have to find times when the author is free to write a book. And when they contact the author they generally have to have a rough theme and timeline placement for the book, like "Dark Times Death Star novel."
And finally, yes, it likely has something to do with continuity as well. With 18 novels all in various stages of development at the same time, you want to know what you're doing ahead of time. For series (like Legacy of the Force) you need to plan even farther ahead, because you have several authors working very closely together. [cont.]

[cont.] And sometimes you want other standalone books, which may come out much sooner or later or who knows when, to tie into that series -- like Rogue Planet and the NJO.
So... I suppose the gist of it is that when you're coordinating one of the biggest book licenses in the world -- one of the biggest EVER -- and have to work with the publisher, a dozen different writers, and 18 books (ALL of which have to fit together seamlessly), you need to plan ahead... a lot.

Right. The number of titles is determined by contract, and the contract is for a set number of years. We like to have a manuscript a year ahead of the actual pub date to give us time for reading, editing, author revisions, then into the production process of typesetting, etc. We generally get about 9 months though.... but will work with whatever we have to. Real life often interrupts the plans!
