Darth Vader and Force Lightning

I was reading one of those star wars picture books for episode three, and it said because Darth Vader has robotic arms he cannot do force lightning, and is vulnerable to it. Has anyone else read or seen this, if so what is your input?

I have heard from somewhere that Steven Spielberg helped out in the final duel in Episode 3 when Anakin and Obi-Wan fight on Mustafar. Has anyone else heard of this? I think that it is neat that George Lucas and Steven Spielberg can collaborate with each
