...Human hair seems to grow at a pretty consistent rate of about half a millimeter or so per day, or about half an inch every month (this article quotes a specific rate of 0.44 mm per day). It may grow faster or slower depending on your age, your genetics and your hormonal state (pregnancy seems to have an affect on hair), but half a millimeter per day is a good average.
What this means is that the maximum growth rate for hair is about 6 inches (15 cm) per year. If you have short hair and are thinking, "It sure would be nice if I had hair down to my waist," then you are going to have about a four-year wait!
Anakin's Knighting from Chapter 21 of the
Clone Wars cartoon, where Anakin has Padawan hair, now at Month 30 AtBoG, is placed just a month before
Rendili where he's proudly sporting his Ep. III Jedi mullet. And on the cover of
Jedi Trial, which takes place before Chapter 21, he's got the mullet too! How can that be? Hair doesn't grow that fast and certainly doesn't grow and then shorten only to grow back again. Worry not. A solution can be found.
First of all, the cartoon is stylized art. In the cartoon, Anakin doesn't have that little topknot he has in the film at all times. The cartoon doesn't depict the characters and enviroments 100% as they're supposed to be. It's stylized.
And then that topknot I mentioned. If cartoons don't show the topknot at all, how can we know how much it has grown? Well, it has grown a lot in three years for sure. Padawans wear the topknot to show their progress: the longer the braid the closer to Knight. So, Anakin looks just like he is depicted on the cover of
Jedi Trial. Like
this, that is. His Padawn braid is there, we just don't see it, it's hidden behind his head. The braid is
here too, but we don't see it. So, he's like
this without the topknot in month 30 and something like
this with it, which we don't see in the cartoon. I checked it on myself and it works! I myself have long hair -- and if not long, long enough for the experiment -- and before I get a haircut, as soon as possible, I tied them up, took a picture of myself, then let them loose and took another one. I overdid it with the "letting them loose" part, but I sure made my point. I then photoshopped it -- my first Photoshop work -- so you can imagine Anakin's face where mine is. Here:

UPDATE: Hey, we know the Star Wars galaxy humans can't be genetically identical to us, we now know a human female from Naboo is pregnant for five and not nine months before giving birth, this could be another case of differency between real humans and Star Wars humans.
