Anakin jumps to the higher up Obi-Wan and gets his legs cut off. It would appear that Obi-Wan spoke the truth, the high ground got him the win. But is it a guarantee?
Let's travel back in time to Episode I. Obi and Maul have just finished a short fight and Obi-Wan is hanging on for dear life by a ledge in a hole thingy. Maul, in all possible ways, has the high ground over the defenseless Obi-Wan, but does he win?
In Episode III Obi-Wan and Greivious are in the final stages of their duel and once again, Obi-Wan is hanging on for dear life by the edge of a platform. Greivious, in all possible ways has the highground over the almost defenseless Obi-Wan, but does he win? (Whoa, deja vu!)
Mace versus Sidious. Mace has backed up the nearly defenseless Sidious into a corner, Mace literally and figureatively has the high ground, but Mace loses. The high ground didn't help him at all.
In Episode IV Luke and Leia are in the Death Star fleeing from a group of Stormtroopers when, oh no, the bridge is gone. Three or so Storms appear from a higher ledge and start firing upon our heroes, but they lose despite having the high ground.
Yoda vs. Sidious : Sidious vs. Luke : Vader vs. Luke
They all had the high ground but lost!!!!!!
So, Obi-Wan lied.
Most of the time the high ground has proved to be a disadvantage. So why did he even say that line? Did he think it to be true? Was it said to intimidate? Was it said to.....I don't know? What do you think?
