The Committee to Re-Elect Palpatine
So, what exactly got Palpatine to stay in office so long? First of all, how often were elections held? In Revenge of the Sith, 3 years after Palpatine is allotted "emergency powers," Obi-Wan refers to him as a Chancellor who has stayed in office long after his term should have expired.

So, I have to wonder. Was he ever reelected? If he were, who was the opposition? Would that not have been a very effective step towards the early Rebel Alliance? In addition, what sort of platforms do you use against a guy like that? "Well, okay, sure, he's keeping us safe. Not a bad guy if you overlook the fascism and lack of a color sense. I'm probably not as cunning, but at least I don't believe in nepotism and I've used moisturizer in the last decade!"

You have to wonder just how effective Palpatine's governmental policies were. We see the ineffectuality of the democratic process at some point in The Phantom Menace and Palpatine continually underscores that both in that film and Attack of the Clones. I don't know if Anakin's conversation about what he would do with politics is naivete or a young man who thinks that that kind of Imperialistic control is healthy.

On the whole, what would his approval ratings be like? How were people reacting to the fact that the Separatists were on a runaway train to independence? I'd be interested to see if there are parallels to the American Revolution or Civil War. Certainly, an indicator might be the Jedi view that Dooku is a "political idealist, not a murderer." Could the same be said in many cases for the Chancellor who "reluctantly" accepted absolute power and turned it into unlimited power by the war's end?

I have never thought about that. And due to the fact of what is ''emergency powers''? Great question, it's sure to puzzle us.:)

I think the Emergency Powers gave him the ability to stay in office, but Obi-Wan was saying that Palpatine didn't seem to have any regrets about having to stay, or make any indication of when he might feel he would give up those powers.

He stayed in office that long under the emergency powers that were nominated by Jar Jar. There weren't any other elections after that since it spanned the length of the Galactic Clone Wars. After that, it turned into an Empire ruled by Palpatine.

Policies? Approval ratings? A dictator needs not these things!

"Emergency powers" allowed the Chancellor to supplant the constitution. By supplant, I mean initiate powers he wouldn't normally have due to retsrictions by the constitution. The Chancellor was granted the power to disobey what laws were normally acceptable. By doing this, he had the power to declare war without the Court approval or the Confederacy. When the Senate approved the "Emergency powers" act, the Chancellor had a 6 month dominance. This meant that he could disobey the constitution for the six month period to improve whatever needed to be improved upon. He managed to spiral the galaxy so deep into conflict that he stayed in office.

Emergency powers, overridding the constitution, a war being played on both sides, any of this sound familiar? It's exactly whats going on in the so called War on Terror, which incidently can't be won with guns and bombs but by all of us declaring that we are no longer affraid and go back to living our normal lives. We as good little Jedi have to vow that we're not going to let what happened in the GFFA happen to us. It's time to stop giving up liberties in the name of protection. I myself would rather die a free man than to live a long life under control.

He was elected to Chancellor at the end of PM. AOTC happened ten years later and he was still office. ROTS was three years later and was still in office. That's thirteen total years in office. That's the problem that Obi-Wan has.
