Were Anakin and Padme' really one?

After watching ROTS for like the 100th time in 2 days ( thanks to my youngest padawan ) I've noticed something that is now bothering me.
Mace explains more than once to Anakin that the "COUNCIL" elects their own members. Also, the "COUNCIL" will decide "WHO" will lead the campaigns.
OK, now that this has been established it is hypocritical to an event that took place in AOTC. In the very beginning, Chancellor Palpatine suggests that Padme' be placed under the "PROTECTION " of the JEDI.
Not only that, but he also suggests that the Jedi be none other than "OBI-WAN KENOBI" ! Mace agrees, saying that it shouldn't be a problem seeing as he is just returning from a "Border Dispute" on ANSION.
See the problem? They say one thing, and yet have done another.
So, I guess I just want to know WHY?? ?:| Did they REVISE the rules after the Clone Wars started? Seriously, Does anyone know the reason for this
